The trains leave every 7.5 minutes, the express and the commuter alternately, and the Taoyuan HSR station of the Taiwan High Speed Rail is right there as well.

The taxis wait at the west side of the arrivals hall of both terminals, at the meeting point 26, and they work the 24 hours of the day.
What happens when you arrive at TPE
Keep your passport and any form you filled in on the plane with you the whole way, from the aircraft door to the exit.
The airport's own site publishes the security wait times and the flight information of every hour, and it warns that the Skytrain between Terminal 1 and Terminal 2 stops outside the controlled area while Terminal 3 is built, with a shuttle bus for that time.

The airport's own families page lists the nursery rooms and the breastfeeding rooms, with the lactation equipment, the diaper-changing facilities and hot water, and the kids areas of the two terminals. The loan of the stroller is free at the Information Desk of the departure area on Level 3, near the gates A7 and B6 in Terminal 1 and near the C6 in Terminal 2, and the stroller goes back at the gate of the plane.
